The FLISP subsidy (Finance Linked Individual Subsidy Programme), now called First Home Finance (FHF), gives qualifying South Africans a once-off grant of up to R169,264 towards their first home. To benefit, you need to meet a specific set of requirements. Here is the full eligibility checklist for 2026.
The FLISP Eligibility Checklist
All of the following criteria must be met for your application to be approved. A full breakdown is available on the FLISP qualifying criteria page.
- Age and residency: You must be at least 18 years old and a South African citizen or permanent resident.
- Income: Your combined monthly household income must be between R3,501 and R22,000. The lower your income, the higher your subsidy – ranging from approximately R38,878 to R169,264.
- First-time buyer: You must never have owned a residential property, and neither you nor your spouse may have previously received a government housing subsidy.
- Dependant or spouse: You must have a spouse or a dependant (such as a child) living with you. Single applicants without dependants do not qualify.
- Signed Offer to Purchase: You must have a signed OTP or sale agreement for the property you intend to buy. You cannot apply without one.

Do You Need a Bond to Apply?
No. A home loan is not a requirement. You can combine FLISP with cash savings, a pension fund withdrawal, an inheritance, a stokvel, or an Employer-Based Housing Scheme. What you cannot do is apply without a signed Offer to Purchase.
What Documents Do You Need?
Once you have confirmed your eligibility, gather the following. Our FLISP FAQ page covers document requirements in more detail:
- Certified copy of your South African ID (and IDs for all adults in the household)
- Three most recent payslips or alternative proof of income
- Three months’ bank statements
- Proof of residential address (not older than three months)
- Certified birth certificates for all children in the household
- Marriage certificate, cohabitation affidavit, or divorce order if applicable
- Signed Offer to Purchase or sale agreement
